Non-EU nationals are granted a certificate or regulations permit for their contribution to Malta’s economic development.
You may obtain your Maltese passport through the Granting of Citizenship for Exceptional Services Regulations (S.L. 188.05). All applications are treated equally regardless of the reason, as long as you are eligible and committed to complete due diligence. Every year, a maximum of 400 successful applicants is granted citizenship, capping at 1,500 for the entire regulations.
